July 30, 2013 Meeting Minutes
The Union County Redevelopment Commission met at 8:30am in the Union County Commissioners’ meeting room of the Union County Courthouse. Commission members Bill Frazer, Melanie Caldwell, Dennis Estridge, Dan Hubbard and Kris Lacy, were in attendance. Bev Woodruff of The Liberty Herald and Pam Tharp of the Palladium-Item also attended, along with George Andres and Chris Whitley of IERR.
The meeting minutes of December 10, 2012 were read and approved unanimously after correcting the name of one in attendance. The motion was made by Dan Hubbard and seconded by Dennis Estridge.
George Andres, Marketing Director of Indiana Eastern Railroad presented an option to purchase 10 acres in the Whitewater Industrial Park. Commission members discussed several concerns about the proposal: cost of finishing the entrance to the park, construction of turn off lanes, considering a right of first refusal vs. an option to purchase, and possibility of a customer who might want the entire property. The commission agreed to investigate further Mr. Andres’ proposal including having a discussion with the county’s law firm DeFur Voran LLP.
The commission reviewed a proposed sign for the Whitewater Industrial Park and logo for the Union County Redevelopment Commission. All members agreed to the proposal and agreed that we should move ahead on a quote from A Plus signs.
Singer Landscaping requested permission to install a sign approximately 3’ wide by 2’ tall on posts with landscaping at the base on the corner of U.S. Highway 27 South and Stone Road. The sign would be double sided with an arrow pointing south on Stone Road The sign would provide advertising for Singer Landscaping and two other small businesses at their location, a nutritionist and a medical message therapist.
Chris and Erin Singer would be responsible for maintaining the sign and landscaping below the sign.
The size and location of the sign has been reviewed with Jeff Mathews, Executive Director of the Union County Area Plan Commission; he sees no problem with the Singer’s request. The location of the sign will be reviewed to be certain that it does not obstruct a driver’s line of sight or that it interferes with the state or county right of way.
It was recommended that the commission develop a policy on signs installed on the industrial park property.
Bill Frazer, Melanie Caldwell and Dan Hubbard discussed having met with Matthew Crouch and Susie Ripley of the Indiana Office of Community & Rural Affairs. They visited with us to encourage UCRC to begin the process of listing the Whitewater Industrial Park on the State of Indiana’s “shovel ready” website. Completing this process will require the collection of numerous documents and letters from a variety of government officials, utilities, area planning, and documentation from our engineering study of the property.
After a thorough discussion, the commission agreed to proceed with applying for the “shovel ready” website.
Financial reports for 2012 were presented and reviewed by the commission. The annual reports were completed for Gene Sanford, Union County Auditor and the State Board of Accounts. The reports were approved unanimously by all in attendance.
The commission thanked Carolyn Portwood for serving on the commission and accepted with regret her resignation. Marc Ross has expressed interest in joining the Redevelopment Commission. Mr. Ross will be presented for approval by the County Council of Union County. We are still in need of one more commission member, preferably someone who would represent the Town of Liberty area and or the western portion of Union County.
