July 6, 2012 Meeting Minutes
The Union County Redevelopment Commission met at 8:30am in the Union County Commissioners’ meeting room of the Union County Courthouse. Commission members Bill Frazer, Melanie Caldwell, Dan Hubbard, Kris Lacy, and Carolyn Portwood were in attendance. Members of the public included Karl Moffett, Marcum Ross and members of the press: Pam Tharp of the Palladium Item.
The meeting minutes of June 25, 2012 were read and approved unanimously. The motion was made by Kris Lacy and seconded by Carolyn Portwood.
The commission discussed the offer made by R&M Outdoors LLC of a barter opportunity to provide the landscaping/mowing and tree work for three years in exchange for a deed of approximately 3.3 acres of land. R&M Outdoors L.L.C. wishes to establish a ‘Wood Recycling and Mulch Processing Plant”. This site would give the owners: Karl Moffett and Marcum Ross the opportunity to expand their current business and increase their current number of employees from four to eight. Upon further discussion the motion was made by Carolyn Portwood and seconded by Kris Lacy to accept the proposal as presented contingent upon the advice of our attorney, Jim Williams of DeFur Voran LLP. The motion was approved unanimously.
Lisa Hubbard offered to create a website for UCRC highlighting the Whitewater Industrial Park. Ms. Hubbard would work with the UCRC to select hosting and domain registration, work with an outside vendor on the logo design, and determine the number of pages, outside links and content needed to market the Whitewater Industrial Park. Carolyn Portwood moved and Melanie Caldwell seconded to accept the proposal. The motion was approved unanimously with Dan Hubbard abstaining.
The commission was informed that the TIF excess notification letter has been signed by President Bill Frazer and sent to the appropriate parties. In addition, Milestone has fulfilled their contract and all clean up of the northeast corner of the industrial park that was used during the US 27 South highway construction. As per the contract, President Bill Frazer will sign the release.
Surety bonds insuring each commission member have been obtained through PRS Insurance. Each commission member is insured for $15,000 as required by statute.
The website committee of Bill Frazer, Melanie Caldwell and Kris Lacy will meet with Elisa Hubbard on July 16th at her office to discuss the website design and provide information for the site.
